- Walter Courtney Franklin (1859-1948) was the son of John R. Franklin (b. 1834) of Appomattox County, Virginia. He attended Virginia Polytechnic Institute and graduated from the law school of the University of Virginia in 1879. He was a leader in Appomattox County and served as commonwealth attorney for the county. He was elected to the House of Delegates in 1883, but his election was contested. He was elected again for the 1885-1886 session. Franklin later served as postmaster of Pamplin.
